在新加坡前總理李光耀眼裡，台灣最近4任總統中，評價最高的是蔣經國，評語是「沉默冷靜、想法務實、善於識人」；而評價最低則是陳水扁，評語是「賭徒」，因貪汙醜聞自毀聲譽，還孤注一擲推動台獨。
根據新加坡國家檔案館2013年出版《新加坡選擇了李光耀》一書，李光耀認為，蔣經國從不擺出思想家的模樣，但想法務實，社會知識豐富，善於識人，確保留在身邊都是可靠之士，隨時願坦誠提出己見，哪怕是逆耳忠言。蔣經國在開口前，必定經過一番深思熟慮，絕不信口開河。
至於李登輝部分，李光耀評價是「抒發分離主義的情緒，低估中國統一的意願」。李光耀觀察，在李登輝出任總統的12年內，公開抒發一直在台灣潛伏著的分離主義情緒，但李登輝低估大陸領導人和人民實現統一的意願。
李光耀認為，李登輝充滿自信、博學，但因為台灣遭受孤立，無法理解世界領袖為何不能像日本同情台灣處境。
此外，在維基解密網站公布的美國密電披露，李光耀2007年與美國亞太事務副助理國務卿柯慶生會面時，曾批判台灣前總統陳水扁是「賭徒」，可能會「孤注一擲」推動台灣獨立。
